Request bYJames Enright for Land Use Amendment from Hig_hwayBusiness to High <br />Density Residential (Elk Motel, 13291 I~ighway 10), Case No. LU 09-02 and Rezoning <br />C3 Highway Commercial to R4 Multiple FamilvResidential, -Case No. ZC 09-02 - P1 <br />Hearin <br />The staff report was presented by JeremyBarnhart. Mr. Barnhart provided background <br />information regarding the land use change for this property. Mr. Barnhart discussed <br />challenges of the site regarding access and the size of the parcel. He stated that any issues <br />with noise or traffic can be addressed during the site plan review process. Staff <br />recommends approval of the zone change. He noted that the City Council requested <br />further information regarding the redevelopment of the bowling alley and the other, smaller <br />parcels adjacent to the subject property. He stated that staff felt the commercial zoning of <br />the bowling alleypropertystillseerns appropriate. Mr. Barnhart discussed access options for <br />the adjacent parcels. He noted that the subject property owner will likely asked for an <br />easement to have access from the east. <br />Chair Scott opened the public hearing. <br />James Enright, applicant - stated that externally, the apartments will not be much <br />different from what is there now He stated theywill be removing the walls between the <br />sixteen motel units to create eight 825- square foot apartments. He noted that there are <br />already fire walls between the existing units. He noted that there is an existing 33-foot <br />easement from the bowling alleypropertyto provide access for all three properties. Mr. <br />Enright stated that the hotel is 300 feet from Guardian Angels' site, so there should not be <br />any issues with noise from his tenants. He noted that any noise would likely be from the <br />lake. <br />There being no further comments, Chair Scott closed the public hearing. <br />Commissioner Anderson stated he was in agreement with staff's recommendations. <br />Commissioner Bell concurred, stated he felt it was a good use of the property. <br />MOTION BY COMMISSIONER LEMKE, SECONDED BY COMMISSIONER <br />ANDERSON TO CHANGE THE LAND USE FOR THE ELK MOTEL <br />PROPERTY FROM URBAN RESIDENTIAL TO HIGH DENSITY <br />RESIDENTIAL, CASE NO. LU 09-02. MOTION CARRIED 7-0. <br />MOTION BY BELL, SECONDED BY ANDERSON TO RECOMMEND <br />APPROVAL OF THE REQUEST BY JAMES ENRIGHT TO REZONE THE ELK <br />MOTEL PROPERTY FROM C3 HIGHWAY COMMERCIAL TO R4 MULTIPLS <br />FAMILY RESIDENTIAL, CASE NO. ZC 09-02. MOTION CARRIED 7-0. <br />6.1. Consider 2010 - 2014 Draft Capital Improvement Plan - Consistency with Comprehensive <br />Plan <br />Mr. Barnhart explained that the Planning Commission is asked to consider the 2010 - 2014 <br />Draft Capital Improvement Plan (CIl') to determine whether or not they find it consistent <br />with the cites Comprehensive Plan. He stated that staff has reviewed the GIP and finds that <br />it is consistent. <br />MOTION BY COMMISSIONER JOHNSON, SECONDED BY COMMISSIONER <br />LEMKE TO FIND THE 2010 - 2014 CAPITAL IMPROVEMENT PLAN <br />
