Results <br />Preliminary engineering for capacity improvements to the BNSF <br />railroad have been developed essentially by TKDA and their sub- <br />consultant, Twin City Signal, based upon their respective extensive <br />knowledge and experience with the BNSF system and standards <br />and without any formal BNSF input or review. <br /> <br />D. Preliminary Engineering on Stations, Maintenance <br /> Facility, Communication and Control Center, Layover <br /> Facility and Related Trade Work. <br />1. Background <br />On June 28, 2000, NCDA authorized the issuance of a Request for <br />Proposals for Preliminary Engineering of commuter rail stations, <br />maintenance facility, communication and control center, layover <br />facilities, and related track work. Two responses were received <br />and evaluated. A contract with URS/BRW was approved by NCDA <br />on September 7, 2000. <br /> <br />The work plan for URS/BRW includes development and packaging <br />of all documentation necessary to complete preliminary <br />engineering (approximately 30 percent completion of design) for 12 <br />commuter rail stations, central control facility, vehicle maintenance, <br />layover facilities, and accompanying track work for the Northstar <br />Corridor between downtown Minneapolis and Rice. In addition, the <br />concept plans for system elements such as train operations, <br />system safety and security, and general communications would be <br />refined to PE level. The work plan also included development of a <br />refined cost estimate and a Project Management Plan. Finally, all <br />work would be fully documented and packaged, including work <br />developed by BRW in a previous contract with NCDA and track and <br />signal engineering developed by TKDA under separate contract <br />with NCDA, and submitted to FTA. <br /> <br />The project timeline was 6 months beginning with URS/BRW <br />receipt of Notice to Proceed on October 19, 2000. Per NCDA <br />direction, very specific project deliverable milestones were <br />established for the various project tasks. A monthly project Status <br />of Design report was submitted by the Consultant with detail <br />information regarding project progress, schedule, and issues by <br />task. <br /> <br />As directed by NCDA Resolution 2001-06, Mn/DOT assumed <br />project control on June 1, 2001. <br /> <br />Northstar Corridor Development Authority 23 <br /> <br /> <br />
