June 7, 2001 <br /> <br />communities in the development of land use tools, the NCDA <br />retained the law firm of Lindquist & Vennum and renowned land <br />use lawyer Dick Nowlin. Legal serviced included the development <br />of potential land ordinances, moratoriums and the research <br />necessary to implement land use tools in accordance with <br />Minnesota law. <br /> <br />In February 2000, NCDA published a document entitled Transit <br />Supportive Existing Land Use and Future Pattern. It includes <br />documentation of existing land use, planned land use and a <br />description of policies necessary to support transit. The document <br />was included in the March 15, 2000, PE application to FTA. <br /> <br />A supporting handbook, Station Neighborhood Development <br />Principles and Guidelines, was also produced in February 2000. <br /> <br />The handbook was developed by NCDA/BRW and distributed to <br />cities throughout the Corridor. The intent was to educate city staff, <br />planning commissions, and councils about Transit Oriented <br />Development (TOD) potential, process, and tools. In addition the <br />document was meant to encourage cities to be proactive and <br />supportive in modifying planning and zoning ordinances and <br />comprehensive plans in consideration of transit supportive <br />development. <br /> <br />The handbook includes the following: <br /> <br />1. Principles of Station Neighborhood Development <br />2. Station Neighborhood Classification System <br />3. Guidelines for Neighborhood Development <br />4. Implementation Tools <br />(See Appendix D.2) <br /> <br />On March 2, 2000, NCDA authorized a contract for land use <br />planning assistance with IBI Group and Hoisington Koegler Group <br />inc. On May 9, 2000, IBI/HKGi began work in the Northstar <br />Corridor. Their work plan included the following: <br /> <br />1. Facilitate better understanding by planing professionals and city <br /> staff throughout Northstar Corridor of Station Area Planning and <br /> TOD. <br />2. Generate enthusiasm for TOD principles. <br />3. To provide direct assistance to communities in understanding <br /> <br />Northstar Corridor Development Authority <br /> <br /> <br />
