5.1.5 Fare Collection Equipment

Metro Transit is procuring the fare collection equipment for the Hiawatha LRT Project as well as
for a systemwide change-out of the equipment for the bus system. It is anticipated that the needs
for the Northstar Corridor commuter rail Line and the multi-modal connection can be met with a
change order or amendment to that procurement contract through an agreement with Metro
Transit. However, if it is not feasible for the Metro Transit contract to be changed or amended,
the Northstar Corridor Rail Project will provide performance specifications for the required fare
collection system and procure the. equipment.

5.1.6 Professional Services

Professional consulting design and/or construction management services are to be procured
through a Request for Proposals (RFP) process (see Volume IV, Section 9.3.1). The award is
made on a best value selection process, where cost is not the sole consideration for selection.

5.1.7 Operations

Operations of the Northstar Corridor commuter rail system will be performed by BNSF or one of
its contractors. Mn/DOT will negotiate with BNSF for operations services and have a long-term
contract (approximately 20 years) with BNSF for such services.

5.1.8 Maintenance Services

Maintenance services will be broken into two different levels. Light maintenance services,
including running repairs, emergency road repairs, and heavy repairs, will be provided by
Mn/DOT crews or its contractor. If these services are contracted, they will be procured through
an RFP process.

Out-sourced maintenance is more intensive fleet maintenance and will be performed by Mn/DOT
contractors. Such out-sourced maintenance will be procured through an RFP. See Volume IV,
Section 16.4 for more information on maintenance services.

Northstar Corridor Preliminary Engineering
Volume IH - June 1, 2001

Procurement P! an
Page 11
