2.1.2.1 Professional Services <br /> <br />Contracts may be procured for professional services consisting of one or more of the following: <br />program management, engineering and architectural design, environmental services, financing, <br />transit operations consulting, real property acquisition, legal services, and risk management and <br />insurance. <br /> <br />2.1.2.2 Trackwork and Signals <br /> <br />These are demolition and construction elements within the Northstar Corridor that will affect the <br />operations of the BNSF railroad. They include track and signal improvements, drainage and <br />utility work, and grade crossings. <br /> <br />2.1.2.3 Stations <br /> <br />Passenger stations for the commuter rail line and the inter-modal station in downtown <br />Minneapolis will include platforms, passenger amenities, access points, and any necessary <br />improvements to the adjacent public right-of-way. <br /> <br />2.1.2.4 Maintenance and Layover Facilities <br /> <br />This infrastructure includes a maintenance facility to be built near the Elk River, Minnesota, <br />station to handle operations, storage, and routine maintenance of the vehicles, and a two-track <br />storage yard at the end-of-line Rice station for dispatching trains in the morning and for layovers <br />during off-peak hours. <br /> <br />2.1.2.5 Rolling Stock <br /> <br />New locomotives, cab cars, and trailers will be procured for the system's required train sets. <br /> <br />2.1.2.6 Fare Collection Equipment <br /> <br />The commuter rail line will employ a self-service proof-of-payment system, consisting of ticket <br />vending machines and validators to be installed at all stations. <br /> <br />2.1.2.7 Multi-Modal Connection <br /> <br />The Northstar Corridor Rail Project also includes the multi-modal connection between the <br />terminus of the Hiawatha Corridor to the Northstar Corridor. The Hiawatha Light Rail Transit <br />(LRT) Project will be responsible for final design of the LRT system to Third Avenue in <br />Minneapolis, Minnesota, while the design for the segment from Third to Fifth Avenues and the <br />multi-modal station will be included as a part of the Northstar Corridor Rail Project. The <br />construction of the multi-modal connection from First Avenue to Fifth Avenue will be sponsored <br />by the Northstar Corridor Rail Project. <br /> <br />2.1.3 Procurement Guidelines <br /> <br />All major procurement transactions will be conducted in accordance with the latest revisions of <br />the Federal Transit Administration's (FI'A) Circular 4220.1D, Third Party Contracting <br />Guidelines, the Code of Federal Regulations (49CFR 18), Uniform Administrative Requirements <br /> <br />Northstar Corridor Preliminary Engineer/ng <br />Volume III - Iune 1,2001 <br /> <br />Procurement Plan <br /> Page 3 <br /> <br /> <br />
