Trackway, signals, and train control improvements on BNSF right-of-way will be constructed by <br />railroad forces, with trackway facilities to be maintained by BNSF, under a contract with <br />Mn/DOT. <br /> <br />1.1.2 Cost <br /> <br />The estimated capital costs for the 82-mile commuter rail system and for the multi-modal <br />connection (First Avenue North to Fifth Avenue North) are presented in Northstar Corridor <br />Preliminary Engineering Volume V. The estimate includes costs for the following: <br /> <br /> Trackwork and signal systems; <br /> <br /> · Downtown Minneapolis inter-modal station; <br /> <br /> · Suburban stations; <br /> <br /> · Locomotives and coaches; <br /> <br /> · Maintenance and layover facilities; <br /> <br /> · Engineering and design; <br /> <br /> · Right-of-way acquisition; <br /> <br /> · Testing and start-up; and <br /> <br /> · Contingencies. <br /> <br />2.1 PROCUREMENT APPROACH <br /> <br />2.1.1 Contracting Strategy <br /> <br />The Northstar Corridor Rail Project contracting strategy accommodates the project schedule, <br />ensures an integrated system, anticipates the capabilities and limitations of the local contracting <br />community, and satisfies federal, state, and local codes as well as requirements for <br />Disadvantaged Business Enterprise (DBE) participation. Construction and other procurements <br />will be packaged imo contracts that satisfy these objectives. <br /> <br />2.1.2 Project Packaging <br /> <br />The Northstar Corridor Rail Project will be implemented according to a number of discrete <br />"packages." Packages are configured to include project elements that are common to <br />construction of fixed facilities, furnishing and installation, fabrication and furnishing, or design <br />and other professional services.
