Elk River Water Tower National Register Nomination <br />Elk River, Minnesota <br />1.0 Introduction <br />We are interested in working with the City of Elk River on the preparation of a National Register <br />Nomination for the Water Tower (SH-ERC-016) at 4th and Jackson Streets N.W. Constructed in <br />1920, it was manufactured by Minneapolis Steel & Machinery Company. A 2008 evaluation of <br />the property recommended that it is eligible for the NRHP under Criterion C. It embodies the <br />distinctive characteristics of an all-steel tower from the early 20th-century. <br />1.1 Scope <br />The nomination will further evaluate the historical significance of the Water Tower and will <br />include: <br />1. Development of additional contextual information about early 20th-century water tower design <br />and municipal water supply development. <br />2. Development of a detailed description and integrity statement and discussion of the building's <br />significance under Criterion A and C. <br />3. Completion of all photography requirements as specified by the National Park Service. <br />4. Preparation of a final nomination that includes description and significance narratives and all <br />other components of the National Register nomination form. <br />5. Coordination of the project with City of Elk River and the State Historic Preservation Office <br />(SHPO). <br />2.0 Consultant Qualifications <br />The principals of Landscape Research LLC have extensive experience with all aspects of local <br />and National Register of Historic Places (NRHP) designation. We have successfully completed <br />National Register nominations or determinations of eligibility for many types of industrial, <br />institutional, commercial and residential properties as well as historic landscapes. We will <br />coordinate all the project with the State Historic Preservation Office and meet their requirements <br />as well as those of the National Park Service. Our previous cultural resources experience in Elk <br />River includes acity-wide historic contexts study and Phase II evaluation of the downtown <br />commercial area (2002). <br />3.0 Project Team <br />Carole Zellie is an architectural historian and urban planner. She founded Landscape Research in <br />1976 and has served as project manager for many of the firm's projects for development, <br />architecture, planning, transportation and engineering clients. Carole holds undergraduate degrees <br />in architecture and art history and an M.A. in architectural history from the University of <br />Minnesota.
