Economic Development Authority Minutes <br />September 14, 2009 <br />Page 2 <br />Anita Lancello - Bydlon, VP Development for the YMCA — reviewed a list of items for <br />EDA consideration to assist the YMCA in reducing their costs on the Elk River YMCA <br />project. <br />Discussion took place and it was the consensus of the EDA for the bond proceeds to reduce <br />the tax burden on the citizens of Elk River. <br />(Commissioner Westgaard arrived — 5:45 p.m.) <br />MOVED BY COMMISSIONER MOTIN AND SECONDED BY <br />COMMISSIONER TVEITE TO APPLY THE REMAINING BALANCE OF <br />$92,964 FROM THE BOND ISSUE TO REDUCE THE 2010 MARKET VALUE <br />LEVY TO $159,989 AND ADOPT RESOLUTION 09 -04 AMENDING <br />RESOLUTION 09 -03 ESTABLISHING THE 2010 REFERNDUM TAX LEVY AS <br />APPROVED BY VOTERS FOR A RECREATIONAL FACILITY TO BE LEASED <br />TO THE YMCA. MOTION CARRIED 6 -0. Commissioner Touchette abstained. <br />Ms. Lancello - Bydlon questioned if the reduction affects the lease payment. Mr. Simon <br />indicated that it affects the city's portion of the lease payment but the bond stays the same. <br />Mayor Klinzing explained that she does not want this to be a negative for the city and <br />YMCA partnership. She indicated she would like to see more advertising of the four free <br />passes per year the Elk River households get. <br />6. confirm Focus Area Study West Side Process <br />Mr. Barnhart presented the staff report. <br />Commissioner Tveite questioned if there is money in the budget to cover the study. Ms. <br />Mehelich explained that the west side study is not budgeted but there is sufficient cash flow <br />in other line items to cover the expense. <br />MOVED BY COMMISSIONER KLINZING AND SECONDED BY <br />COMMISSIONER WESTGAARD TO CONFIRM THE ECONOMIC <br />DEVELOPMENT AUTHORITY'S ROLE AS THE FUNDING SOURCE FOR <br />THE $39,600 FOR THE FOCUSED AREA STUDY, PHASE II, FOR THE WEST <br />SIDE OF HIGHWAY 10. MOTION CARRIED 7 -0. <br />Commissioner Klinzing indicated the west side study is important to plan for the changes <br />MnDOT has planned for this area of Highway 10. <br />A special joint meeting of the EDA, Council, and Planning Commission will be held <br />Monday, September 28, 2009 at 7:00 p.m. to begin discussion on Phase II of the Focused <br />Area Study. Commissioner Dwyer strongly encouraged affected property owners to attend <br />these meetings. <br />Review Draft Work Plan for Economic Development Stratecic Plan <br />Ms. Mehelich presented the staff report. <br />
