Economic Development Authority Minutes September 14, 2009 Page 2 Anita Lancello - Bydlon, VP Development for the YMCA — reviewed a list of items for EDA consideration to assist the YMCA in reducing their costs on the Elk River YMCA project. Discussion took place and it was the consensus of the EDA for the bond proceeds to reduce the tax burden on the citizens of Elk River. (Commissioner Westgaard arrived — 5:45 p.m.) MOVED BY COMMISSIONER MOTIN AND SECONDED BY COMMISSIONER TVEITE TO APPLY THE REMAINING BALANCE OF $92,964 FROM THE BOND ISSUE TO REDUCE THE 2010 MARKET VALUE LEVY TO $159,989 AND ADOPT RESOLUTION 09 -04 AMENDING RESOLUTION 09 -03 ESTABLISHING THE 2010 REFERNDUM TAX LEVY AS APPROVED BY VOTERS FOR A RECREATIONAL FACILITY TO BE LEASED TO THE YMCA. MOTION CARRIED 6 -0. Commissioner Touchette abstained. Ms. Lancello - Bydlon questioned if the reduction affects the lease payment. Mr. Simon indicated that it affects the city's portion of the lease payment but the bond stays the same. Mayor Klinzing explained that she does not want this to be a negative for the city and YMCA partnership. She indicated she would like to see more advertising of the four free passes per year the Elk River households get. 6. confirm Focus Area Study West Side Process Mr. Barnhart presented the staff report. Commissioner Tveite questioned if there is money in the budget to cover the study. Ms. Mehelich explained that the west side study is not budgeted but there is sufficient cash flow in other line items to cover the expense. MOVED BY COMMISSIONER KLINZING AND SECONDED BY COMMISSIONER WESTGAARD TO CONFIRM THE ECONOMIC DEVELOPMENT AUTHORITY'S ROLE AS THE FUNDING SOURCE FOR THE $39,600 FOR THE FOCUSED AREA STUDY, PHASE II, FOR THE WEST SIDE OF HIGHWAY 10. MOTION CARRIED 7 -0. Commissioner Klinzing indicated the west side study is important to plan for the changes MnDOT has planned for this area of Highway 10. A special joint meeting of the EDA, Council, and Planning Commission will be held Monday, September 28, 2009 at 7:00 p.m. to begin discussion on Phase II of the Focused Area Study. Commissioner Dwyer strongly encouraged affected property owners to attend these meetings. Review Draft Work Plan for Economic Development Stratecic Plan Ms. Mehelich presented the staff report.
