WHEREAS, each of the proposed alternatives was evaluated against the goals <br />of the Northstar Corridor Project; and <br /> <br /> WHEREAS, the verbal and written comments received regarding the Draft ElS <br />have been reviewed and carefully considered in the selection of the preferred <br />alternative; and <br /> <br /> WHEREAS, the findings of the impact assessment and proposed mitigation <br />measures documented in the Draft ElS have been considered in the selection of the <br />preferred alternative; and <br /> <br /> WHEREAS, while the NCDA finds that the proposed Commuter Rail Alternative <br />most effectively meets the Project Goals of the Northstar Corridor Project for purposes of <br />the Final Environmental Impact Statement, it recognizes that the final environmental <br />decision under NEPA will be made in the FTA's Record of Decision; and <br /> <br /> NOW THEREFORE BE IT RESOLVED that the NCDA recommends to the <br />Commissioner of the Minnesota Department of Transportation Commuter Rail, as <br />defined in Attachment A, as the preferred alternative for the Northstar Corridor. <br /> <br /> BE IT FURTHER RESOLVED that the NCDA recommends that the Final <br />Environmental Impact Statement (Final ElS) document the preferred alternative, the <br />preferred alternative decision-making! process, the impacts and proposed mitigation <br />measures of the preferred alternative and response to comments made on the Draft ElS. <br /> <br />Betsy Wergin, Chairperson <br />Dated: <br /> <br />Certification <br /> <br />I hereby certify that the above resolution is a true copy of the Resolution duly passed, <br />adopted, and approved by the Northstar Corridor Development Authority on May 3, <br />2001. <br /> <br />(Name) <br /> <br /> <br />
