Agenda Item <br /> <br />NORTHSTAR CORRIDOR DEVELOPMENT AUTHORITY <br />RESOLUTION <br />2001-04 <br /> <br /> WHEREAS, the Northstar Corridor extends approximately 82 miles from <br />downtown Minneapolis to the St. Cloud area along Trunk Highway (TH) 10/47 and the <br />Burlington Northern Santa Fe railroad; and <br /> <br /> WHEREAS, the Northstar Corridor Development Authority (NCDA) and the <br />Minnesota Department of Transportation (Mn/DOT) are local joint lead agencies for the <br />Northstar Corridor federal environmental review process; and <br /> <br /> WHEREAS, the Federal Transit Administration (FTA) is the federal lead agency <br />for the Northstar Corridor Project; and <br /> <br /> WHEREAS, the Federal environmental review process was initiated in June <br />1999 for the Northstar Corridor Project; and <br /> <br /> WHEREAS, the Draft Environmental Impact Statement (Draft ElS) for the <br />Northstar Corridor was distributed in November 2000 and noticed in the November 13, <br />2000 Minnesota Environmental Quality Board Monitor, the November 24, 2000 Federal <br />Register and local newspapers throughout the Project Corridor; and <br /> <br /> WHEREAS, the public review and comment period for the Northstar Corridor <br />Draft ElS ran from November 13, 2001 to January 12, 2001 and three public hearings on <br />the Northstar Corridor Draft ElS were held on December 12, 13 and 14, 2000; and <br /> <br /> WHEREAS, a supplemental environmental document was prepared as part of <br />the Draft ElS to evaluate the impacts associated with the proposed 7th Street Northeast <br />Commuter Rail Station in Northeast Minneapolis; and <br /> <br /> WHEREAS, the Draft ElS comment period was reopened on February 5, 2001, <br />and remained open until March 7, 2001, and an additional public hearing was held on <br />February 27, 2001, which focused on the proposed 7th Street Northeast station in <br />Minneapolis; and <br /> <br /> WHEREAS, the Northstar Corridor Draft ElS (including the supplemental <br />environmental document) defined and evaluated the impacts associated with the No- <br />Build, Transportation Systems Management (TSM) and Commuter Rail Alternatives; and <br /> <br /> WHEREAS, the evaluation of the alternatives documented in the Draft ElS <br />included social, environmental, transportation, and financial impact assessment (capital <br />and operating and maintenance costs); and <br /> <br /> <br />
