Kraus-Anderson Replat - P 95-5 <br />August 21, 1995 <br />Page 2 <br />• The consolidating of these three lots and the resubdividing into two lots <br />would technically require only an administrative subdivision, which could be <br />done with a metes and bounds description. However, Kraus-Anderson would <br />like to formally plat the property into a lot and block description to simplify <br />the legal descriptions as well as the documenting of drainage and utility <br />easements. <br />Preliminary and Final Plat <br />Recently the City Council approved the amended subdivision ordinance <br />which included a provision for the preliminary and final plat to be considered <br />by the City Council at the same meeting. The purpose of this provision was <br />to allow plat requests involving the replatting of existing lots or new plats <br />that have very few issues associated with them to be considered in a timely <br />manner. Staff believes the request by Kraus-Anderson would fall within <br />these guidelines and are therefore, requesting both preliminary and final plat <br />approval from the City Council. <br />Future Driveway <br />The original plat and concept plan for the subject property originally included <br />a central driveway to serve all three lots accessing Freeport Avenue at <br />approximately the mid-point of what is proposed to be Lot 2, Block 1. This <br />driveway was slightly off-set from the proposed driveway on the south side of <br />Freeport Avenue which provides access to the future grocery store and other <br />retail tenants. With the new plat, the access road will be shifted to the east <br />adjacent to Highway 169 and, once again, access onto Freeport Avenue at a <br />location that provides greater separation between any access point into the <br />main portion of Elk Park Center. The City Engineer has reviewed this new <br />access point and believes there will be no problem with this new location; in <br />fact, the location may be better by providing greater separation to that access <br />road to the south of Freeport Avenue and reducing conflicting turning <br />movements. <br />Drainage and Utility Easement <br />The drainage and utility easement along the east side of Lot 1 may have to <br />be increased in width. This increased width may be necessary to allow the <br />extension of utilities to serve the city's property at Highway 169 and 193rd <br />Avenue.
