~~r ~~ <br />~ ~ <br />ity of ~~ <br />lk • <br />River <br />TO: <br />Item 7.6. <br />MEMORANDUM <br />Mayor and City Council <br />FROM: Stephen Rohlf, Building <br />and Zoning Administrator & <br />Bruce West, Fire Chief <br />DATE: July 18, 1995 S~- <br />SUBJECT: Housing Code Enforcement <br />(Rental Inspection) <br />Introduction <br />As directed by the City Council, staff has extensively researched the issue of <br />starting a rental housing inspection program in the City of Elk River. We <br />have reviewed numerous ordinances and had direct conversations with St. <br />• Louis Park, Columbia Heights, Fridley, and Brooklyn Park, all of whom <br />currently have housing inspection programs. This issue has also been <br />discussed at the staff level on two occasions. <br />The draft ordinance attached to this memo reflects staff's thinking regarding <br />a rental inspection program, thus far. We need input from the City Council <br />on a number on issues prior to finalizing this ordinance. The areas we feel <br />are significant issues are as follows: <br />1. Rental Housing' Inspection Pro~'ram Conducted by the Fire <br />Department or Building and Zoning Department <br />Staff did consider recommending that the housing inspection <br />program be run by the Fire Department. Staff was concerned <br />about an apartment owner being hit with two different <br />inspections (a housing inspection and a fire inspection) at two <br />different times. We thought it may be easier to coordinate <br />conducting both of these inspections at the same time, if both <br />programs were run by the Fire Department. In addition, the <br />Fire Chief felt that pre-planning (preparing a plan on how to <br />attack a fire in an apartment) could be conducted at the same <br />• time as the rentaUfire inspection. <br />13065 Orono Parkway • P.O.
