• F. Loca ion Re irements - Except in the case of a shopping <br />center, planned as a unit with off-street parking and loading <br />space, either a public or private alley shall be provided in <br />a block where commercially zoned property abuts a major <br />thoroughfare or a major street. Alleys in residential areas <br />will not be permitted except by resolution of the City <br />Council. <br />G. Widths - Alleys, where permitted by the City Council, <br />shall be at least eighteen (18) feet wide in residential <br />areas and at least twenty-four (24) feet wide in commercial <br />areas. <br />H. Grades - All centerline .street gradients shall be at <br />least five-tenths percent (0.5%) and shall not exceed the <br />following: arterials and collector streets - 5o to 8%, minor <br />streets - 80. <br />I. Minor Streets - Minor streets shall be designed to <br />discourage use by through traffic. <br />J. Cut-de-sacs - The City reserves the right to restrict <br />the number and length of Cul-de-Sacs in a subdivision. Under <br />. certain conditions, Cul-de-Sacs may be inappropriate or <br />undesirable in terms of their relationship to the City's <br />transportation plan, emergency vehicle access, school bus <br />traffic and public maintainance such as snowplowing. The <br />.maximum length of a street terminating in a Cul-de-Sac shall <br />be seven hundred (700) feet, measured from the center line <br />of the street of origin to the center of the Cul-de-Sac. <br />Longer cul-de-sacs shall not be allowed, except where the <br />City Council determines that: <br />i, the Cul-de-Sac is temporary because the street is <br />designed to extend into adjoining unsubdivided property <br />and connect with a future street; or <br />ii. it has been clearly shown that, by reason of <br />unfavorable land form or the irregular shape of the <br />land, a normal pattern cannot be established or land <br />would be .wasted if the additional length were not <br />allowed. <br />K. Half Streets - Half streets shall be .prohibited except <br />where it will be practical to require the dedication of the <br />other half when the adjoining property is subdivided, in <br />• which case the dedication of a half street may be permitted. <br />10.32 <br />The probable length of time elapsing before dedication of the <br />
