Living Waters Church Request Page 3 <br />July 17, 1995 <br />Conclusion <br />This is a temporary use that has two principle issues: <br />1) Building and fire codes being met prior to occupying the available <br />space <br />2) Providing adequate parking to avoid participants parking in adjacent <br />neighborhoods. <br />If these two concerns can be addressed, staff believes the proposed crusade <br />can be approved. <br />Recommendation <br />It is recommended that the City Council consider approving Living Waters <br />Church request to conduct atwo-week evangelistic crusade within the former <br />County Market space with the following conditions: <br />The building official and fire chief inspect the space to be utilized and <br />approve all public safety issues prior to occupancy. <br />2. The available seating associated with the crusade have a maximum of <br />1,000 seats, rather than the 1,500 requested. <br />3. An action plan be submitted outlining how potential parking problems <br />will be addressed if they were to occur. Parking off the Elk River Mall <br />site shall constitute a "problem" upon which the action plan shall be <br />implemented. <br />4. Meetings shall not extend past 11 p.m. during the two week crusade. <br />5. Dates of the crusade be August 18 through September 1, 1995, as <br />outlined in Pastor Bob Pullar's letter dated June 28, 1995. <br />• <br />s: co,~c~n~~gW <br />
