Living Waters Church Request Page 2 <br />July 17, 1995 <br />• to make sure the proposed use meets will all public safety concerns. Issues <br />such as occupant load of the available space, providing proper exiting from <br />the building, arrangement of chairs and proper lighting in case of an <br />emergency. At the time of preparing this memo, inspection of the space had <br />not been completed, however, if the Council approves this request, all <br />building and fire issues will have to be satisfied prior to occupying the space. <br />Parkin <br />The Elk River Mall currently has a parking lot with 848 parking stalls. The <br />two primary tenants include Pamida (55,000 square feet) and the Elk River <br />Theater (34,000 square feet and 1,700 seats). The City's parking <br />requirements for these two businesses alone would be: <br />• Pamida (1 per' 200 square feet) 275 stalls. <br />• Elk River Theater (1 per 3 seats) 566 stalls. <br />Total 841 stalls <br />Parking requirements for the proposed church use is also 1 space for every <br />three seats. Based on the proposed 1,500 seats, 500 parking stalls would <br />• then be required. <br />In summary, the parking requirements for the three primary uses at Elk <br />River Mall (Pamida, theater and church) would require a total of 1,341 <br />parking stalls. This is 493 spaces more than currently exists. Since this is a <br />temporary use, the City Council could consider two options to address the <br />parking shortage: <br />1) Have staff monitor the parking on a daily basis, and have the church <br />submit an action plan that can be implemented if parking problems <br />occur. <br />2) Reduce the amount of available seating at the proposed crusade, <br />therefore, reducing the parking needs. <br />Hours of Operation <br />The proposed hours of the crusade is from 7 p.m. and ending at <br />approximately 11 p.m. for each day during the two-week period. Most <br />businesses within the mall close between 9:00 and 9:30 p.m. with the <br />exception of the theater. The last movie of the evening typically lets out <br />between 11 and 12 p.m. each night. <br />C: <br />S: Council/livingw <br />
