The <br />proposed 16,000 square foot multi-tenant retail building was not included in the first <br />phase of Elk Park Center development plans. Therefore, similaz to the freestanding sites <br />on the east side of Freeport Avenue, a conditional use permit is required prior to <br />commencing construction. <br />The proposed building was approved as part of the overall master development plan for <br />the entire Elk Park Center planned unit development.
