.ty of <br /> <br />ITEM 9.4. <br /> <br />iver <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />MEMORANDUM <br /> <br /> Mayor and City Council <br /> <br /> Steve Ach, City Planner~ <br /> December 16, 1996 <br /> <br /> Preliminary and Final Plat Request <br /> for the Heying Addition (Pat Heying), <br /> Public Hearing Case No. P 96-11 <br /> <br />Issue <br /> <br />Consider preliminary and final plat approval by Pat Heying for the Heying <br />Addition. <br /> <br />Background <br /> <br />This application has been postponed by the Council at previous meetings due <br />to some concerns that staff has raised regarding the proposed development. <br />The developer is working closely with some prospective purchasers of the <br />lots, namely, Holiday Companies, Blockbuster Video, and Applebee's <br />Restaurant. The fourth lot as proposed on the plat does not have a specific <br />tenant identified with the parcel, however, has been designed for general <br />retail purposes. Staff has been working closely with the developer and <br />specifically, Holiday, since they have submitted their application for review <br />and consideration. Both of these plans for the plat and Holiday's <br />development plans have been tracking closely together, as both the plat and <br />the development plans are to compliment one another. However, staff has <br />raised a number of issues with the proposed plat that have an impact on <br />Holiday's development plans. Therefore, when one changes, the other is also <br />impacted. At this time staff believes that there are still issues that need to <br />be addressed as part of the plat before a recommendation could be made to <br />the City Council. <br /> <br />The primary issues staff has raised with the developer and Holiday include <br />the following: <br /> <br />· The proximity of the first access point into the plat north of School Street <br />· The design of the storm drainage ponds <br />· The number of access points onto Freeport <br /> <br />13065 Orono Parkway · P.O.
