City Council Minutes Page 14 <br />September 21, 200 <br />Council questioned the possibilities of recovering the cost of the paving from the <br />developer. <br />Mr. Maurer stated there was a letter of credit that lapsed before it was renewed, therefore <br />losing any leverage to recoup this cost from the developer. <br />Mr. Beck commented that there was an option of assessing tlae cost of the paving to <br />adjacent property owners, but staff didn't feel this was right. Slle stated staff recommends Financial Concepts, <br />Inc. as the city's new Broker of Record for health and dental insurance plans for 2010. She <br />provided a list of services the yearly fee included, which was significantly lower than the <br />commissions paid to the previous broker but includes many valuable services that were <br />previously unavailable. Honor Guard for.N,owthen Heri~ag~ Days <br />Mayor I~linzing reported that a request for the Elk River Honor Guard to perform at the <br />Nowthen Heritage Days on September 2G, 2009, The Anoka Honor Guard is unavailable to <br />perform, Mayor 7~linzing stated the honor guard members were not salaried employees; <br />therefore, tlae performance would cost approximately $450. <br />After discussion, the council agreed for this year the Elk River Honor Guard could perform <br />fox Nowthen with funds to be taken from Council Contingency but in the future, Nowthen <br />should use an Anoka County agency. <br />MOVED BY COUNCTLMEMBER wESTGAARD AND SECONDED BY <br />CDUNCILMEMBER ZERwAS TO ALLOW THE ELR RIVER HON®R GUARD <br />
