Memo to Planning Commission <br />Page 4 <br />September 24, 1996 <br /> <br />reasons why the applicant could not comply with the requirements of the <br />zoning code. <br /> <br />There are no special conditions which are peculiar to this property that <br />would impact the variance requests listed above. <br /> <br />Literal application of the Ordinance will not deprive the apphcant of <br />property rights enjoyed by other properties in the neighborhood. <br /> <br />o <br /> <br />There are no special circumstances or conditions that are not a <br />consequence of the apphcant's action. <br /> <br />o <br /> <br />The granting of this variance will not be injurious to or adversely affect <br />the health, safety or welfare of the neighborhood. <br /> <br />Conditional Use Permit <br /> <br />Issues <br /> <br />The following is a summary of the outstanding site plan issues: <br /> <br />· Parking and access <br /> Two 24 foot wide driveways are proposed to provide access from the Highway <br />10 frontage road. Because of the narrowness of the lot and the size of the facility, <br />staff believes that 2 driveways are excessive and the site could be adequately <br />served by one curb cut. The applicant is providing 5 parking spaces which does <br />not meet the parking requirements. There is space on the site to provide <br />additional parking if needed. The apphcant should show on the site plan were <br />the demonstrated parking area would be located. Because of the condition of the <br />existing pavement, it will have to be resurfaced as part of the site improvements. <br /> <br />The apphcant is proposing blacktop curbing on the site. Concrete curb and <br />gutter is required throughout the site. The property is included in an area that <br />is currently under consideration for rezoning to hght industrial. If the property <br />is rezoned, alternatives to concrete curb and gutter are available for the rear of <br />the property. The following alternative would be available if the rezoning is <br />approved: <br /> The curb and gutter would not be required to the rear of the <br /> building except to control runoff. Concrete curb and gutter would <br /> still be required in the front of the existing building. <br /> <br />Landscaping <br /> <br /> <br />
