1. IMPORTANT NOTICE ABOUT THIS HANDBOOK <br />This employee handbook contains personnel policies and procedures for Elk River <br />Municipal Utilities (the "Utility") employees. <br />The Utility strives to provide an efficient system of personnel administration for its <br />employees. This employee handbook serves as a guide for administrative actions <br />concerning Utility personnel matters and is provided for informational purposes only. It <br />is not a contract between the Utility and any of its employees. Although we have <br />attempted to cover matters that generally apply to employees, this employee handbook <br />does not cover every situation that may arise from day to day. <br />This employee handbook replaces and supersedes any and all prior handbooks, memos <br />and any other written or oral statements of employment policies and procedures. <br />No representative of the Utility has the authority to alter the terms and conditions or <br />nature of an employee's employment without prior approval of the Elk River Utilities <br />Commission (the "Commission") of a written contract of employment executed by the <br />Utility. No employee has a protectable property interest in his or her employment with <br />the Utility. <br />The policies in this manual shall apply to all Utility employees unless specifically <br />exempted by the Commission. Consultants rendering professional services on a strictly <br />fee-for-service basis are not considered Utility employees. <br />The Utility may add to, modify or revise portions of this manual as the Utility deems <br />appropriate, with or without prior notice. <br />This manual may be superseded to the extent that it is inconsistent with state or federal <br />statute or a written contract of employment signed by the Utility. <br />2. UTILITIES COMMISSION RESPONSIBILITIES <br />The Commission shall, in accordance with its statutory responsibility to manage the <br />Utility, be responsible for the maintenance and periodic revision of personnel policies <br />and the Utility's personnel program. <br />General Workplace Policies <br />3.
