Memo to the Mayor and City Council/CU96-23 Page 2 <br />October 21, 1996 <br /> <br />antennas. They are also proposing to construct a 12' by 24' building to shelter <br />electrical equipment. <br /> <br />In order to proceed with their proposal, the apphcant has to request that the <br />subject property be rezoned to Antenna Tower Overlay District, and the actual <br />tower is subject to a conditional use permit. <br /> <br />The area the apphcant plans on leasing is located in the northeast corner of a <br />12.5 acre lot adjacent to the west side of the Burhngton Northern Railroad <br />tracks. The property is currently undeveloped and contains a stand of pine trees. <br />Adjacent land uses include Riverview Sports and undeveloped commercial and <br />residential property. <br /> <br />The site will be accessed by a 12 foot wide gravel driveway with access from the <br />Highway 10 service road. The gravel driveway will be located within a 20 foot <br />wide private access easement over the adjacent properties to the west. The <br />hmited amount of troffic, about one maintenance visit to the site per month, will <br />not have an impact on the transportation system. <br /> <br />The mono pole will be self supporting and will be painted arctic ice blue to blend <br />in with the sky. The existing vegetation will provide screening for the equipment <br />building. No hghting or signage is proposed for this pole. <br /> <br />In order to better manage the proliferation of cellular antennas, antenna poles <br />should be capable of being used by other cellular providers. This pole has been <br />designed so that it can accommodate additional antennas for use by other <br />cellular companies. <br /> <br />Overview <br /> <br />Rezoning <br /> <br />In order to construct the proposed antenna tower a rezoning of the property is <br />needed to Antenna Tower Overlay District (AT). This special overlay district was <br />estabhshed to manage the proliferation of antenna towers and to insure their <br />proper placement regarding the health, safety and welfare of the community. <br />This overlay district does not change the underlying Highway Commercial (C3) <br />zoning. All the uses allowed in the C3 district will continue to be allowed and <br />the dimensional regulations of the C3 district will also continue to be in effect. <br /> <br />In considering a rezoning request of this nature, consideration should be given <br />to the existing conditions within the area directly and indirectly affected by the <br />rezoning proposal as well as compatibility with surrounding land uses.
