believes that the new hauler contracts will reflect a rate decrease which wil! <br />offset this assessment. <br /> <br />Staff will seek County approval of a contract with the City of Elk River for a <br />lower tip fee. The proposed contract is tentatively scheduled for the October <br />15, 1996, County Board meeting. <br /> <br />Staff will proceed with contract negotiations with the haulers, and would like <br />to have a contract ready for Council approval at the October 28, 1996, City <br />Council meeting. If we stay on schedule, we can have the new rates reflected <br />in the November billing statement. <br /> <br />Council Action Requested <br /> <br />Council should direct staff to proceed with contract negotiations with <br />Sherburne County and with Elk River's three existing residential haulers. <br /> <br />CODE ENFORCEMENT UPDATE <br /> <br />Staff has had 55 complaint cases in 1996. We also have 7 complaint cases <br />carried over from 1995. <br /> <br />1995 <br />The 1995 cases are some of the more difficult issues in the city. They are <br />move intense issues that will take longer to resolve. There are a couple of <br />these cases that staff hopes to have resolved in 1996. <br /> <br />One of the cases will be addressed by the Council at the October 21, 1996, <br />meeting. Jim Charest (Case #95-31) will be requesting a zone change, land <br />use plan amendment and conditional use permit to operate a junkyard on his <br />property. If the Council approves a junkyard for this site, the complaint case <br />will be resolved. <br /> <br />Staff is working closely with the property owner on Case #95-67. This is an <br />issue where the conditional use permit requirements have not been met, but <br />staff believes this issue will be resolved this year. <br /> <br />1996 <br />In 1996, the City received 55 code complaints. Most of the 1996 cases are <br />progressing as anticipated, as most residents have been willing to work with <br />staff to correct the problem issues. <br /> <br />S:\PLANNING\KENDRA\CCUPDATE.DOC <br /> <br /> <br />
