ITEM 4.5.A- C <br /> <br />~.ity of <br /> <br />iver <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Mayor and City Council ~q j a ~ <br />Kendra Lindahl, Zoning Assista <br /> <br />October 7, 1996 <br /> <br />SUBJECT: Environmental Updates <br /> <br />RESIDENTIAL GARBAGE CONTRACTS <br /> <br />The City of Elk River contracts with Corrow Sanitation, Peterson <br />Brothers/Woodlake/BFI, and East Tonka Sanitation to provide residential <br />garbage and recycling service to all Elk River residents. The existing <br />contracts expire on October 31, 1996, and staff is working to get new <br />contracts signed before November 1, 1996. <br /> <br />After much research and discussion, staff believes that the city has two <br />options: <br />1. Continue with the existing contract and negotiate new payment terms, or <br />2. Contract with Sherburne County for a lower tip fee at the RDF plant, then <br /> negotiate contracts with the haulers for the city to pay the tip fee at the <br /> RDF plant. We would pay the haulers to collect the garbage and collect <br /> and recycle the recyclables. <br /> <br />Staff believes option #2 is the best option for the City of Elk River for several <br />reasons: <br />1. It simplifies the transfer of the city contract from East Tonka Sanitation <br /> to Randy's Sanitation. <br />2. It simplifies potential future contract transfers, by eliminating the need <br /> for haulers to negotiate with Sherburne County for a contract. <br />3. It ensures that our garbage goes to the RDF plant. <br />4. It ensures equality between the three districts <br />5. It allows the City to react more quickly to changes in the garbage market <br /> and pass the savings onto the residents. <br /> <br />As the Council is aware, Sherburne County has imposed a $20.00 annual <br />solid waste assessment to fund a tip fee subsidy at the RDF plant.
