Transportation <br />The anticipated extension of Twin Lakes Road, linking the east side of Elk River (as part of the pending <br />FAST study) to limited intersections with Highway 10/ 169 will pass through this parcel. However, <br />regional planning has not been completed to identify the most appropriate route though this property. <br />Park Dedication <br />The ordinance requires park dedication be provided fox any land that is platted. Park dedication is <br />collected at the time of final platting. The dedication would be in the form of cash or land, based on the <br />recommendation of the Parks and Recreation Commission. The Parks and Recreation Commission is <br />scheduled to review the application at their meeting on August 12, 2009. <br />Based on the Ordinance and the Council adopted fee schedule, the park dedication (in cash) for the <br />subject parcels, as platted, would be as follows: <br />Lot 1, Block 1 50.39 acres x $7,298/ acre = $367,746.22 <br />Lot 2, Block 1 .05 acres x $7,298/ acre = $364.90 <br />Again, the Parks and Recreation Commission have not provided a recommendation as to whether cash or <br />land is the appropriate dedication. These fees would be due before release of the final plat for recording. <br />As an alternative, staff has identified two alternate options that give the Elk River Citizens Sign <br />Committee necessary rights to construct the sign: <br />Plat Lot 1 as an Outlot. This makes it non-buildable and when platted in the future, park dedication <br />is due at that time. <br />Another option includes acquiring a permanent sign easement across the area of property needed fox <br />the sign.
