He stated he would find out what was planned to be closed as part of the mill and overlay project. Ms, Johnson stated MnD~T's plans were to close a minimum of two medians and that no input was requested from the City regarding the decision to close medians. Sloe updated the council on the current grant application which is due June 12. The City is eligible for a maximum of $20 million of grant money, Slae commented that the City is competing with many communities looking for assistance and the tinvx~g of the proposed changes may come in 2013 or 2014, allowing adequate tune for the City to complete a st~.idy. Councilmember Moon stated he felt the Focused Area Study provides a good plan, which is to maintain the 171~t Avenue intersection, allowing access to businesses on both sides of the highway. Councilmember Motin asked if the City were awarded the monies, would it be i.n the City's best interest to accept the monies and create an interchange. Councilmember Gumphrey stated he wanted to expand the study to include the west side of Highway 10. He stated it would be best to wait and see if the interchange grant is awarded to the City. Councilmember ~Jestgaard stated he is also i_n favor of waiting to see if the interchange grant is awarded to the City before approving the Focused Area study. He also felt tl~e City should get more information about MnD~T's 2012 plan and what exactly that entails. Mayor I~linzing concurred, stating while the mill and overlay project would improve the area, it is important to weigh all options before making a final decision. She felt that staff should go ahead with creating specif c land uses ~pernaitted and conditional uses} for each of the sub areas of the plan to 11e1p address the concerns of the property owners. Councilmember ~estgaard asked how that would affect the current moratorium currently in place in the area. Mayor Klinzing stated the moratorium would expire June 2, 2Q09. Chad Lu~dquist,17441 Higl~.way 10, was concerned that approving the plan this evening would affect current coning in existing areas. Councilmember Moon stated even if the plan were approved this evening that current zoning of property in this area would remain the same.
