Cit~r Council Minutes <br />June 1, 2009 <br />Page 3 <br />Mr. Barnhart stated a geometric study would have to be completed in order to reveal what <br />will be closed with the interchange. He stated he would find out what was planned to be <br />closed as part of the mill and overlay project. <br />Ms, Johnson stated MnD~T's plans were to close a minimum of two medians and that no <br />input was requested from the City regarding the decision to close medians. Sloe updated the <br />council on the current grant application which is due June 12. The City is eligible for a <br />maximum of $20 million of grant money, Slae commented that the City is competing with <br />many communities looking for assistance and the tinvx~g of the proposed changes may come <br />in 2013 or 2014, allowing adequate tune for the City to complete a st~.idy. <br />Councilmember Moon stated he felt the Focused Area Study provides a good plan, which is <br />to maintain the 171~t Avenue intersection, allowing access to businesses on both sides of the <br />highway. MOTYOIV DEED FOR LACK OF A SECOND, <br />Councilmember Zerwas favored waiting for a decision on the grant application and then <br />making a decision on the Focused Area study. <br />Councilmember Motin asked if the City were awarded the monies, would it be i.n the City's <br />best interest to accept the monies and create an interchange. <br />Councilmember Gumphrey stated he wanted to expand the study to include the west side of <br />Highway 10. He stated it would be best to wait and see if the interchange grant is awarded to <br />the City. <br />Councilmember ~Jestgaard stated he is also i_n favor of waiting to see if the interchange <br />grant is awarded to the City before approving the Focused Area study. He also felt tl~e City <br />should get more information about MnD~T's 2012 plan and what exactly that entails. <br />Mayor I~linzing concurred, stating while the mill and overlay project would improve the <br />area, it is important to weigh all options before making a final decision. She felt that staff <br />should go ahead with creating specif c land uses ~pernaitted and conditional uses} for each of <br />the sub areas of the plan to 11e1p address the concerns of the property owners. <br />Councilmember ~estgaard asked how that would affect the current moratorium currently in <br />place in the area. <br />Mayor Klinzing stated the moratorium would expire June 2, 2Q09. <br />Chad Lu~dquist,17441 Higl~.way 10, was concerned that approving the plan this evening <br />would affect current coning in existing areas. <br />Councilmember Moon stated even if the plan were approved this evening that current <br />zoning of property in this area would remain the same. <br />Tam Price, 4810 Magnolia Lane N., Plymoutl~, owns two parcels of p~roper~ X75-002-3200 <br />and 75003-4100.
