He introduced Andrew Berg of Abdo, Eick, & <br />Meyers, who presented tla.e 2008 audit report. He stated there were no instances of non <br />compliance and the fund balance in the General Fund is within the range recommended by <br />the State Auditor. MOTI®N CARRIED 5~0. <br />5,2, Presentation b Great River Ener on District Hearin and Coolie Conce t <br />Ms. Haug introduced Tim Siebecl~ and I~~rle Leier, rep~•esentatives from Great River Energy. <br />Mr. Leier presented a PowerPoint demonstration outlining a proposal exploring the <br />opportunities for district energy. District energy is using the production of steam, hot water, <br />or chilled water at a central plant and distributing that energy via pipelines to buildings in a <br />district for space 1leating, domestic hat water heating, and air conditioning. with ~.•ecent <br />fiinding opportunities at both the federal and state level, GRE is proposing a partnership <br />with the City and the school district to provide hot and cold water energy from Elk River <br />Station to schools and City buildings ala~.a.g School Street. <br />Steve Rohr, Energy City commissioner, spore on behalf of tl~e commission and stated tl~e <br />commission gives this concept their full support. <br />Mayor l~inzing, also an Energy City commissioner, stated this is an exciting opportunity to <br />p~.•omote Energy Cit~T with an alternative means of heating and cooling buildings. <br />Councilmember Morin asked how long a pro ject like this might take to complete. <br />Mr. Leier stated the project could be completed fairly quicldy, perhaps in three months or <br />so. <br />Council agreed to move ahead with obtaining funding sources, <br />5.3. Review C]~tions for Focused Area Study <br />Mr. Barnhart presented the staff report and recommended that the council wait until the <br />MnDOT decision is made, <br />Jerry Minor, multiple addresses along Highway 1~, presented the Council with a petition <br />asking the City to reconsider acceptance of state grant monies to build an interchange at <br />Highway 10 between 165th and 1715 Avenues. He thanked the Council for allowing lum to <br />speak on behalf of the numerous businesses along Highway i0 that 11e had recently visited. <br />He stated these business are thriving and to be careful when planning this area so as not to <br />affect the property owners negatively. <br />Mayor Z~linzing asked about the proposed mill and overlay project that MnDaT is <br />proposing for 2012 and which accesses points will close along Highway 10. <br />
