Memo to the Mayor and City Council/P 96-9 <br />September 16, 1996 <br /> <br />The revised plans have been reviewed and the following comments are <br />offered: <br /> <br />Page 4 <br /> <br />Parking and Circulation <br /> <br />The main roadways which will be private are 30 feet in width and all of the <br />secondary driveways are a minimum of 20 feet which meet staffs earlier <br />recommendations. The developer has also suggested that all secondary <br />driveways that serve more than 4 units will be curbed with concrete curb and <br />gutter. <br /> <br />Landscaping <br /> <br />A revised landscaping plan has not been provided; therefore, staff is unable <br />to make any comments regarding the landscaping at this time. <br /> <br />Existing Trees/Ridgeline <br /> <br />The revised development plans do attempt to avoid the ridgeline and the <br />existing trees as much as possible. However, in order to accomplish the <br />fifteen units desired by the developer, the existing trees and ridgeline will be <br />impacted; however, not nearly as much as the original plans had <br />represented. The plans do illustrate a retaining wall directly west of <br />building number 14 which is adjacent to the high point on the site. This <br />retaining wall could be seven to eight foot high. Staff is very concerned with <br />the amount of grading around the existing trees and not sure how much of an <br />impact that will pose to the existing tree line. Although a portion of the <br />ridgeline and trees will be saved, the south end adjacent to Highland Road <br />will be cleared and probably will be most noticeably changed from its current <br />condition. <br /> <br />It should be made clear that the true test in retaining the existing trees and <br />ridgeline will depend upon the grading contractor and home builder efforts <br />and care around the existing trees to ensure what is represented on the plan <br />becomes final product. <br /> <br />It may be worthwhile for the developer to consider inst~lling a retaining wall <br />in the southwest corner of building number 11 where the grading plan <br />illustrates grading the top off the high point next to Highland Road. A <br />retaining wall would help retain the elevation in this area as well as <br />preserving the existing trees to maintain natural buffer. <br /> <br />s:\council\p 96-9x.doc <br /> <br /> <br />
