Memo to the Mayor and City Council/P 96-9 Page 3 <br />September 16, 1996 <br /> <br />project. This is where the PUD process gives the City Council some latitude <br />in working with the developer to project that will have a achieve a mutual <br />benefit for both the developer and city. <br /> <br />Preliminary Plat Request <br /> <br />The prehminary plat would basically involve creating the six single family <br />lots along 193rd and fifteen lots for the townhouse project. The fifteen lots <br />created for the townhouses basically carves the townhouse property up into <br />lots that will accommodate each of the building structures and sets them up <br />for a possible condominium plat at a later date. <br /> <br />As presented earher, the streets within the townhouse project will be private; <br />however the utilities will be pubhc. <br /> <br />The single family lots along 193rd Avenue vary in lot area from 14,200 <br />square feet to 11,700 square feet. All the lots have at a minimum 90 feet of <br />frontage with 130 feet of depth. <br /> <br />The City Council should refer to Terry Maurer's memo regarding the utility, <br />drainage, and access issues associated with the development. <br /> <br />Homes Along 193rd <br /> <br />One of the issues discussed by the residents north of 193rd Avenue relates to <br />the type of homes that would be constructed. The residents requested the <br />developer place a deed restriction on the six lots requiring a minimum house <br />value of $130,000. At this point it's uncertain ff the developer will place such <br />a restriction on each of the lots. Furthermore, it is even difficult for the City <br />to require a specific minimum value home be built. What the City Council <br />could consider is including a condition setting a minimum finished floor area <br />for the homes which basically translates into a home value. <br /> <br />For example, ff a modified two story home was to be constructed the finished <br />floor area (typicaLly the upper two levels) could be set at some predetermined <br />square footage. Based on typical construction costs, a home value would be <br />established without dictating a minimum value. <br /> <br />Conditional Use Permit <br /> <br />A conditional use permit request is the application utilized to review the site <br />plan for the townhouse project. The conditional use permit is connected to <br />the rezoning because the plans are based on a PUD request. The City <br />Council has the opportunity to accept or reject the PUD zoning request based <br />on the development plans. <br /> <br />s :\council\p 96-9x.doc <br /> <br /> <br />
