Budget Worksession Memo <br />August 26, 1996 <br />Page 4 <br /> <br />Another significant component of the budget for the City Council to review at <br />its worksession is capital outlay purchases. The need for additional capital <br />outlay items is increasing as the demand for more and better services also <br />increases. In addition to the capital outlay items iclenfifieel in the budget, <br />this financial concern also relates to the capital improvement program that is <br />typically discussed in the winter. On Monday, we may have an opportunity <br />to discuss some of these capital improvement program items that have been <br />progressing forward this summer, along with the capital items in the 1997 <br />budget. <br /> <br />The 1997 budget also includes a new department called Sustainable City <br />Energy Showcase (SCES), and a new operating budget outside of the general <br />fund for the ice arena. Additionally, some organizational changes in the <br />general fund will be reviewed with the council on Monday. <br /> <br />At the 8/26/96 City Council budget worksession, the City Council will be <br />asked to review the typical budget issues that it sees every year. These <br />issues include taxes, determining the highest priority for new employees, and <br />deciding what type of capital outlay equipment should be purchased. A key <br />discussion point on Monday will be available tax revenues and the city's <br />NTC. Attached for your review are some budget summary pages. Based on <br />these figures, the budget gap is "only" $75,400. The detailed pages will be <br />distributed at the worksession. Summary pages don't tell the entire story, <br />but this information is offered for background material in preparation for <br />Monday's meeting.
