THE MASTER PLAN <br />Employment Districts <br />NORTHSTAR BUSINESS PARK <br />Only two parcels remain for <br />' development in the <br />~..': >. . <br />_ _ Northstar Business Park and <br />} ' ~' marketing efforts should <br />C continue to complete the <br />business park. The <br />remaining sites are smaller, irregular <br />shaped and bisected by the natural gas <br />line. Parcels <br />would range in size from roughly 5 to <br />io acres and would have an organized <br />development pattern between all of the <br />parcels of building location & expansion <br />area, parcel access, parking & loading and <br />stormwater treatment. <br />Generally, buildings are located toward <br />the street with parking at the side and <br />loading in the rear. Access for loading <br />and stormwater treatment facilities could <br />be shared between parcels. Twin Lakes <br />Parkway streetscape unifies the district <br />with lighting, signage, boulevard trees <br />and sidewalks connecting employees <br />north to the retail uses and commuter <br />rail station. <br />RDF PLANT <br />~-- -- - As the eco-industrial park concept evolves for the southern portion of the <br />f•;. <br />' ~' FAST, a reinvented RDF plant could play a large role in the success of the <br />'`~ district. The city should work closely with the RDF plant on future <br />planning to refurbish the facility as anchor for the eco-industrial park. <br />~'~ As the waste to energy industry continues to grow, the addition of the <br />- rail spur may become integral to the future of the RDF plant. Finally, <br />with the sweeping views across the agricultural lands from the south there is a <br />tremendous opportunity for the facility to become the marquee signaling the entry <br />to the eco-industrial park, and iconic gateway to "Energy City" along Highway ~o~i69. <br />The architecture and site design of the 4o acre parcel should announce the presence <br />of something special, rather than a non descript industrial use. Conversely, if the RDF <br />Plant goes away, the site could transition in the long term to retail use, base on the <br />size and location of the parcel adjacent to the interchange. <br />
