QV2r1U2 Focused Area STudy <br />ME, <br />LONG-TERM <br />The construction of the interchange and <br />connecting street network will likely bring <br />larger more traditional retailers to the <br />district. However, in the near term the <br />city would pursue a traffic signal at the <br />future interchange location. An interim <br />access agreement with MN DOT could <br />involve closing remaining access along <br />Highway to~~69 and consolidating access <br />to ~7~st Avenue and the new signal at <br />the future interchange. If this were to <br />occur, the roadway connection through <br />the Cargill land would need to be built to <br />provide the connection to 165th Avenue <br />and the RDF Plant and Cargill offices <br />and the 165th Avenue access would be <br />eliminated. This signalized intersection <br />would likely remain for a long time in the <br />future. When traffic counts warrent and <br />funding is available, Highway io~~69 would <br />transition to a freeway, the interchange <br />would be built around the existing uses <br />and access at 171st Avenue would be <br />eliminated. <br />The design of the interchange should <br />be studies earlier, as the potential for a <br />folded diamond maximizes development <br />potential to the north on a larger more <br />developable site, and situates the on- <br />ramps and off-ramps on a narrow site split <br />by the natural gas line. The natural gas <br />line still exists beneath surface parking <br />and buildings are situated accordingly to <br />avoid the gas line. An internal network <br />of tree lined drives provide development <br />structure for the larger parcel and reduce <br />the appearance of vast parking lots. <br />East Elk River Gateway District -Long Term Vignette Study <br />
