For
each scheme a phasing plan was developed based on two significant transportation
triggers. The first trigger is a potential access to the northwest portion of the site via
a frontage road extension. This connection would likely come during the Highway ioi
& io~~69 interchange reconstruction. The second trigger occurs when Highway ~0~~69
converts from a four lane divided roadway to a limited access freeway with a future
interchange replacing the existing access at i7ist Avenue. The interrelation between
future transportation patterns and land uses were critical elements of exploration
within the preliminary concepts. In concert with exploring various interchange
locations, different roadway configurations for Twin Lakes Parkway and the local street
network offered additional options for transportation patterns and adjacent land uses.
The following are a summary of the three preliminary concepts and the evaluation of
the schemes leading toward a preferred master plan for the i7ist Avenue FAST.

1
~~
