Special CitS~ Council, ED A, and Plaiuung Minutes Page 2 <br />March 16, 2009 <br />----------------------------- <br />• transit-oriented development • <br />• low-impact development <br />Core Assumptions <br />Major transportation improvement will be a primary development tripper: <br />^ Northstar Commuter Rail station: 2009 <br />^ 101/169 interchange reconstruction: likely more than 10 years out <br />^ 10/169 reconstruction to alimited-access freeway; likely more than 15 <br />years out <br />Twin Lakes Parkway will be extended to become asub-regional collector for improved <br />access for east Elk River. <br />Land uses will become more intensive over time. <br />Future Highway 10 access to study area will be father south than 171St Avenue intersection <br />due to MnDOT spacing requirements. <br />Study area is in development competition with other districts in and outside of Elk River. <br />Existing transmission lines and gas main are likely fixed. <br />It was decided that Jeremy Barnhart and Terry Maurer would meet with MnDOT officials <br />prior to the next meeting to review future interchange locations and gather input from <br />MnDOT on general location, future timeframe and potential funding sources for the future <br />interchange. <br />Development District Lands • <br />The lands most likely to develop or redevelop in this area were discussed and it was <br />determined the following land would be zoned the following: <br />^ Northstar Business Park <br />^ Mixed use around the area of 171St and 173ra <br />^ Northern triangle between Highway 10 and the railroad tracks <br />^ Discussion occurred on the areas identified as residential and their relation to the <br />proximity to the railroad tracks. <br />The Council, the EDA, and the Planning Commissions concurred with the concepts <br />presented and to move forward with the next planning steps. <br />3.
