• SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL, ECONOMIC DEVELOPMENT <br />AUTHORITY, AND PLANNING COMMISSION <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAY, MARCH 16, 2009 <br />Members Present: Mayor K]inzing, Councilmembers Zerwas, Motin, Westgaard, and <br />Gumphrey (6:20 p.m.). EDA Commissioner Tveite and Touchette, <br />Planning Commissioners, Lemke, Scott, Ives, and Westberg <br />Members Absent: EDA President Pat Dwyer, Planning Commissioners Anderson, Austad, <br />and Staul <br />Staff Present: City Administrator Lori Johnson, Planning Manager Jeremy Barnhart, Park <br />Planner Chris Leeseberg, Public Works Director Terry Maurer, City <br />Attorney Peter Beck, Director of Economic Development Catherine <br />Mehelich, Economic Development Assistant Annie Deckert, and <br />Recording Secretary Jennifer Johnson <br />Call Meeting To Order <br />Pursuant to due call and notice thereof, the joint meeting was called to order at 5:30 p.m. by <br />the Council, the Economic Development Authority (EDA), and the Planning Commission. <br />2. 171st Avenue Focused Area Study <br />• Hoisington Koegler Group, Inc. (HKGI) prepared a summary of the findings gathered from <br />the panel discussion held on March 4, 2009, from a broad area of expertise. Observations <br />obtained from the open house held March 4 were also discussed. A group discussion of all <br />commissioner and staff members present was facilitated to determine the direction to lead <br />the City in choosing a preferred plan, and refuting that plan over the next few months. <br />Handouts were disbursed and discussed during the meeting and can be reviewed as part of <br />the packet material. <br />Project objectives were discussed and the focus was on finding and establishing along-term <br />vision for study area that will encourage: <br />• Practical and achievable development <br />Optimum community value <br />1. tax value <br />2. community image <br />3. economic and environmental sustainability <br />4. leverage benefits of the commuter rail station <br />Appropriate public infrastructure improvements <br />Identify ways to better link study area with broader community. <br />Suggest how the study area can distinguish itself as a prime development district through <br />things such as <br />• • design criteria, <br />• innovative energy initiatives <br />
