CAPX 2020 <br />INTERIM REPORT <br />DECEMBER 2004 <br />State law (216B.243, subd. 4) allows the agencies to conduct joint hearings "when feasible, <br />more efficient, and may further the public interest." So far, joint hearings are used only on <br />non-controversial projects. <br />In addition, FERC rules now require that high-voltage transmission projects be approved <br />through the Midwest Independent Transmission System Operator's (MISO) regional <br />planning process. So the potential exists for conflicts between the MISO regional plan and <br />decisions of the PUC and EQB regarding facilities solely within Minnesota. <br />22 <br />
