Page 2 <br />Regular meeting of the Elk River Municipal Utilities Commission <br />June 6, 2006 <br />this road project. Lori Johnson, City Administrator, also indicated this at our March meeting. <br />The question is how will this water trunk line be paid for? <br />Discussion followed regarding the actual costs associated with this project. The estimated <br />footage of the 16" trunk watermain is 11,300 feet. Bryan Adams added that the cost per foot <br />was around $70.00 as there would be some road boring involved. Lori Johnson said the <br />$800,000 was not planned for in their budget and the $1,800,000 in the City's fund is <br />relegated to other sewer and water trunk projects throughout the whole City. The City collects <br />$7000 per acre as a sewer and water trunk assessment to finance trunk utility assessments. <br />There is a development in planning stages with the City that would affect this area. John Dietz <br />asked if this development was approved, when would the trunk fees be due. Lori Johnson <br />stated the trunk fees would be due upon construction of the development, however the <br />development is still in preliminary stages and has a contractual limitation that prevents them <br />from starting until after 2007, funds would be received in 2008. The concern is who would <br />subsidize the monies until payments come in for the trunk fees. Bryan Adams questioned <br />what the previous trunk fees paid to the City are used for other than the new trunk watermains. <br />Lori Johnson stated that the fees are not only used for new construction but for maintenance, <br />upgrades, and lift stations. Bryan Adams felt the City should be funding this project as they <br />have in the past. <br />James Tralle moved to table this discussion until the next months meeting. John Dietz <br />seconded the motion. Motion carried 3-0. <br />6.1 Consider Community Wide Internet System <br />Mark Erickson of Hiawatha Broadband Communications gave a presentation of <br />Community Wide Internet Service. The possibility of supplying customers with broadband <br />Internet and the options available, along with the costs associated were discussed.
