This event would be to educate the public about the invasive buckthorn plant in our park system and to learn how to remove it. 6. Recreation Manager's Report -Steve Benoit Recreation Manager, Steve Benoit shared that the spring flag football program was held at Orono Park with 36 registered participants. Mr. Benoit stated that the special concert on May 24~' at Lion Park went well and featured three bands. Approximately 100 people attended. Mr. Benoit shared May. programs that were offered and facility usage. Mr. Benoit shared the Senior Center Coordinator's staff report. 7. Director's Report -Chris Leeseberg Planner/Park Planner, Chris Leeseberg shared that on June 2, 2008 City Council approved a funding plan for park improvements. The plan would utilize 20% of the net income of the municipal liquor store profits to fund the Park Improvement Fund ~I~. • 8.1. Action/Discussion Items 8.1.A. Windsor Park Trail Maintenance Agreement Windsor Park Homeowners Association Member; Dan Weinmann shared that the Windsor Park Homeowners Association Board met and agreed upon a maintenance agreement for the walking trail along CR33, West of CR1 located on Outlot D of Windsor Park Third Addition. Commissioner Niziolek asked if there was a conservation easement on the property. It would be a good idea that there be one in place. Mr. Weinmann stated he did not know if there was a conservation easement. Commissioner Anderson explained what is a conservation easement. MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY COMMISSIONER ANDERSON TO RECOMMEND TO COUNCIL TO ACCEPT THE WINDSOR PARK THIRD ADDITION HOMEOWNERS ASSOCIATION MAINTENANCE AGREEMENT AND THAT CITY WILL BE RESPONSIBLE FOR THE PROPER SIGNAGE.
