105 MAIN EXTENSIONS <br />MAIN EXTENSION POLICY <br />WATER RULES <br />The Elk River Municipal Utilities Board of Commissioners shall make the determination as to the <br />feasibility of all water main extension petitions. <br />The design and construction standards of water main facilities shall be approved by the General <br />Manager. <br />When water trunk facilities are proposed to be extended, a feasibility report shall be completed, analyzed <br />and approved by the Elk River Utilities Commission and City Council. Trunk water main facilities shall be <br />financed by assessing the effected property owners. <br />When water main facilities are extended from the trunk system or water distribution system, these water <br />main facilities shall be financed entirely by the developer. In the case of oversizing the water distribution <br />system to accommodate trunk requirement, the Elk River Municipal Utilities will reimburse the developer <br />for the costs of such oversizing. <br />When an easement is required to make a line extension for the purpose of providing water service to a <br />customer's property, the customer shall be required to grant or obtain the necessary easement at no <br />cost to the Elk River Municipal Utilities. <br />MAIN INSTALLATION <br />No water main or main extension will be installed in any street until the same shall have been brought to <br />grade. Connection to the water distribution system will only be allowed when connection to the sewer <br />system is made or arrangements to do so are finalized. <br />106 WATER ACCESS FEES 8~ CONNECTION CHARGES <br />When water main facilities are extended into a newly developed area, the following fees, terms, and <br />conditions shall apply. <br />RESIDENTIAL DEVELOPER <br />a) Execute Developers agreement with the City of Elk River. <br />b) Provide 3 (three) plat maps with easements and CADD diskette of plat. <br />c) Payment of $300 per living unit for plat area at time of plotting for Water Access Fee (WAC). <br />d) Developer will design with Elk River Municipal Utilities' approval, water main system within plotted <br />area and install the same per Elk River Municipal Utilities specifications. <br />RESIDENTIAL HOME BUILDER /OWNER <br />a) Connection and Meter fees must be paid and a copy of the City's plumbing permit must be received <br />before delivery of the water meter will be made. The cost is either $1,700.00 or $2,000.00 plus <br />current standard meter cost (see Base Charge List Item # 2) depending on the area.( $300 Water <br />Access Charge, $1,700.00 Water Connection Charge, {see Base Charge list Item # 2} Water Meter- <br />tax included.) <br />COMMERCIAL /INDUSTRIAL DEVELOPER <br />a) Connection, access and meter fees (See Base Charge List) must be paid and plumbing permit <br />number supplied before delivery of the water meter will be made. The remaining portion of the WAC <br />fee of $2,000 per unit will be paid at this time upon determination of total WAC units which is a <br />function of building occupancy and is determined by the City Building Official. <br />11 <br />
