INTRODUCTION <br />The lrlk River Public Library is part of the Great River Regional Library system. The <br />Great River Regional Library is asix-county library system consolidated under one <br />Board of Trustees and one administration. The signatories to the regional service <br />contract are the City of St. Cloud, Benton County, Morrison County, Sherburne <br />County, Stearns County, Todd County, and Wright County. The Great River <br />Regional Library is a "joint powers" organization which provides the operations staff <br />and materials which are housed in a building owned by the City of )rlk River. <br />ror the past several months, the Elk River Library Board has met to discuss the fuR~re <br />need for and scope of a public library in the City of);llc River. This Board was <br />appointed by the City Council, has adopted the following Mission Statement to <br />guide its efforts, and presents this proposal to the Council for its consideration. <br />PROPOSAL BRIEF <br />1. 4,200-4,400 sq. ft. addition to existing building. <br />2. Limited remodeling of existing building. <br />3. Completion scheduled for Summer, 1995. <br />4.
