_`~ -~r <br />~-~~y or <br />ilk River <br />INTRODUCTION <br />ITEM ~b <br />TO: MAYOR & CITY COUNCIL <br />FROM: PAT KLAERS, CITY ADMIN,STRATOR <br />L <br />DATE: SEPTEMBER 30, 1992 <br />SUBJECT: LIBRARY BOARD PRESENTATION <br />Attached for your review is the space needs report for the <br />public library dated August, 1992. This report has been worked <br />on by the Library Board and Zack Johnson of Eos Architecture <br />for over one year. The efforts of the Library Board are to be <br />commended for their work on this report. <br />The City Council has discussed the need for additional library <br />space for a number of years. This need was identified in the <br />Capital Improvement Program (CIP) that was drafted in the <br />summer of 1990. This issue has also been discussed in the <br />Library Board's Annual Reports to the City Council. The <br />finances for a library expansion have not been identified, <br />although everyone is aware that contributions were a major <br />force in having the original building constructed in the early <br />1970's. <br />BACKGROUND <br />In late summer 1991, the Library Board requested to use Zack <br />Johnson as a facilitator to help them analyze the space needs <br />at the library. Zack was used in a similar fashion to work <br />with the City Council in analyzing City Hall space needs prior <br />to being hired as the architect for the City Hall project. In <br />October, 1991, the City Council hired Zack to work with the <br />Library Board in developing a generalized plan for meeting the <br />library's current and future space needs. The results of <br />Zack's work with the Library Board is the document that is <br />attached. <br />OPTIONS FOR ADDITIONAL SPACE <br />In analyzing the needs of the library, the Board had to look at <br />both the short term and long term issues and examine all <br />possible options. These options included a complete relocation <br />of the library, working with the School District in <br />constructing a joint school/community library, constructing <br />satellite library facilities, being part of a community center <br />project at the City Hall site in the future along with <br />expanding on its existing site, and simply expanding on the <br />existing site as originally envisioned in the early 1970's. <br />720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 <br />
