NEWCOMERS TO THE CONGRESS OF CITIES <br />AND NEWLY-ELECTED OFFICIALS.I! <br />The Congress &Cities can be a very confusing experience if <br />you have never before attended. If you are newly-elected to <br />office, or you have never attended the conference, a special <br />orientation session has been designed to introduce you to the <br />National league of Cities and the Congress &Cities. This <br />session will be held on Saturday, December 7 at 5:30 p.m. in <br />the San Antonio Convention Center. <br /> Complete the "Attendee Profile" on the Housing and <br />Registration form to receive more detailed information about <br />the orientation session for first time attendees. <br /> <br /> CONSTITUENCY GROUPS <br />Network with colleagues with similar interests at NLC's con- <br />stituency group meetings. Several special opportunities will <br />occur among various diverse groups who invite their mem- <br />bers and new colleagues to collaborate in their caucuses. <br />Many of their meetings and events will be open to anyone <br />registered at the Congress of Cities, while others will only be <br />open to members of the group. <br /> <br />APAMO will convene its annual business meeting and host a <br />reception for APAMO members and colleagues in conjunc- <br /> )n with local Asian Pacific American leaders in the San <br />:mtonio area. <br /> <br />The group will convene its annual business meeting and a <br />reception for members and interested colleagues. To recognize its 20th year, HELO plans some spe- <br />cial activities including an anniversary reception and banquet. <br />This will be open to members and nonmembers. Please <br />check off the appropriate HELO fees on the registration form <br />and include payment with the full conference tee. <br /> <br />(I~,-R'O) NBC-LEO members and colleagues will partici- <br />pate in the annual membership meeting, the membership lun- <br />cheon, workshops and a special reception. NBC-LEO will <br />have a headquarters office to help interested new members <br />get acquainted with the group. Activities are open to all delegates. Sign up for the <br />brunch event on the registration form and include pa.anent <br />along with the fi~ll cont~rence fee. <br /> <br /> LEADERSHIP <br /> TRAINING INSTITUTE <br /> <br /> Institute, established in 1992, <br /> is guided by the Leadership <br /> Training Council. The <br /> Institute's program will be <br /> sponsored by the Leadership <br /> Training Council. <br /> The 14 half-day and full- <br />day seminars are designed to <br />enhance participants' abilities <br />to understand and lead change <br />and innovation in their com- <br />munities. These seminars, <br />facilitated by skilled instruc- <br />tors, will provide participants <br />opportunities for exchanging <br />ideas and strategies with both <br />their peers and other subject <br />matter experts. A separate <br />registration fee will be <br />charged for these pre-confer- <br />ence seminam. Because of <br />limited space for each of these <br />sessions, registrations will be <br />accepted on a space available <br />basis. In this interactive work- <br />shop, you will learn how to <br />distinguish council issues <br />from management issues, <br />how to govern the municipal- <br />ity from a policy perspective, <br />how to connect with citizens <br />as owners of government <br />instead of citizens as cus- <br />tomers of government how <br />to tbcus council meetings on <br />opportunities for leadership, <br />how the city council can seize <br />its opportunity, to herald a <br />rebirth of citizen governance, <br />and hou, to get tree chief <br />executive officer performance <br /> <br /> in a city manager. This work- <br />shop will provide you with a <br />clear and practical six-step <br />process for solving problems <br />quickly and effectively. At <br />the local level, elected offi- <br />cials must act quickly and <br />with sound judgment while <br />quieting the fears of the com- <br />munity. To govern effective- <br />ly, local leaders must estab- <br />lish an emergency manage- <br />ment policy; clarify lines of <br />authority with federal, state, <br />local, and volunteer agencies; <br />and manage the economics of <br />disaster recovery. How can elected <br />officials begin to create an <br />environment oftrusff What <br />strategies can be used to initi- <br />ate dialogues among diverse <br />groups? In this dynamic, <br />interactive workshop, you will <br />learn leadership strategies and <br />facilitation skills for effective- <br />ly leading conversations on <br />the difficult issues surround- <br />ing diversity. This workshop <br />has received the highest rat- <br />ings at previous NLC confer- <br />ences.
