Ach, City Planner_~;~~.. <br /> <br />DATE: <br /> <br />July 22, 1996 <br /> <br />SUBJECT: <br /> <br />Request by the City of Elk River for <br />Rezoning, Public Hearing Case <br />ZC 96-10 <br /> <br />Issue: <br /> <br />The City of Elk River has initiated a rezoning request to rezone <br />approximately 60 acres of Cargill's property lying south of 165th Avenue and <br />east of Highway 10. The property is currently zoned RIA (Single Family <br />Residential) and the request is to change this zoning to I1 (Light Industrial). <br /> <br />This action the Council has been asked to consider is the final step in <br />implementing the Comprehensive Plan. The Council may recall that during <br />the Comprehensive Plan process, the urban service boundary that was <br />originally proposed to include a majority of Cargill's property was reduced in <br />size to now include an area of approximately 250 acres, generally bordered by <br />Highway 10 on the west and the railroad tracks on the east. This urban <br />service boundary includes the 60 acres considered for rezoning this evening. <br /> <br />As a follow up action to establishing the urban service boundary, the City <br />Council also amended the Comprehensive Land Use Plan Map for the subject <br />60 acres, changing the land use to reflect a LI (Light Industrial) land use <br />designation. These two actions, the urban service boundary adjustment and <br />amendment of the Comprehensive Land Use Plan Map, have obviously been <br />completed and adopted by the Council leaving the action of rezoning the <br />property to light industrial to comply with the Comprehensive Land Use Plan <br />Map. <br /> <br />It is important for the Council to understand that staff is making every <br />attempt to understand Cargill's operation and in no way wishes to jeopardize <br />the future of their existing structures south of 165th. It has been our <br />intention all along as evidenced in downscaling the urban service boundary <br />to concentrate on Cargill's property that lies within the Highway 10 corridor <br />for consideration of urban service development. The remaining 750 (+ or -) <br />acres currently zoned Rla is being considered for any change to infringe upon <br />Cargill's operational needs. <br /> <br />13065 Orono Parkway · P.O.
