City of Elk River <br />Certified Local Government <br />2008 Annual Report <br />fiver <br />City of Elk River Heritage Preservation Commission <br />The Heritage Preservation Commission consists of seven members appointed by the City <br />Council. Terms are three years beginning on the first day of March. Members are appointed <br />by the City Council and do not need to reside in Elk River but it is expected that a <br />preference will be given to Elk River Residents. The HPC shall include, if available, a <br />member of the Sherburne County Historical Society. <br />The HPC meets at least four times each calendar year. Meetings are held the third Thursday <br />at 6:00 p.m. in the Uppertown Conference Room at the Elk River City Hall and are open to <br />the public. Minutes of each meeting are recorded, filed at City Hall and can be reviewed on <br />the city's website. <br />2008 Proiects <br />Ongoing Review of Development Proposals <br />The City of Elk River Heritage Preservation Commission (HPC) continued its review of <br />development proposals in 2008 using the archaeological modeling completed for the city. <br />The HPC considers whether the potential of proposed developments will negatively affect <br />sites that are likely to yield information important to prehistory or history. If such a site is <br />indicated, the HPC recommends to the Elk River City Council that a Phase I Archaeological <br />Survey is done (for the known sites) or that any item or condition found indicating the <br />potential presence of such a site be reported to the city immediately. Further, the city <br />reserves the right to stop the work until the site is appropriately investigated before the work <br />can be authorized to continue by the city. <br />Archaeological Work <br />Due to budget cuts the City was unable to continue the archaeological work at the Alan <br />Hoebelheinrich property which allowed public participation. <br />Annual Statewide Historic Preservation Conference <br />In September 2008, three staff members and one HPC member attended the conference in <br />Northfield, MN. <br />2009 Proposed Projects <br />Local Historic Designation <br />In 2009 the City's HPC will be considering local historic designation in a residential area of <br />downtown Elk River.
