Background <br /> <br />The Planned Unit Development Agreement for Elk Park Center was signed <br />on May 4, 1994. Part of this agreement was Exhibit G--Sign requirements. <br />This document provided for a development sign on Highway 169 and 192nd <br />Avenue which would identify both Target and Cub Foods. A second <br />development sign was to be located at Freeport Avenue and Jackson Avenue-- <br />this sign was also to identify both Target and Cub Foods. A third sign was <br />to be located at Jackson Avenue and the service road. This sign was "to <br />identify the anchor tenant (Target) located on the southerly end of the <br />project." The PUD agreement currently does not allow a monument sign for <br />Cub Foods at Jackson Avenue and the service road. <br /> <br />Cub Foods is requesting a conditional use permit to amend the Elk Park <br />Center PUD to allow them to place a sign next to the existing Target sign on <br />Jackson Avenue and the service road. The PUD agreement allows the Target <br />sign to be a maximum of six (6) feet high and four (4) feet wide. Cub Foods is <br />proposing to extend the existing brick base to place a Cub Foods sign of the <br />same dimensions next to the existing Target sign. <br /> <br />Analysis <br /> <br />When the conditional use permit for Elk Park Center was granted, there <br />were a number of concerns to be addressed. One of those issues was signage. <br />It was decided that Cub Foods and Target would be the two tenants allowed <br />on the two freestanding development signs. Therefore, both Cub Foods and <br />Target would have two freestanding signs in addition to their wall signs. <br />Target was allowed to have an additional monument sign on Jackson Avenue <br />and the service road. <br /> <br />If Cub Foods was located in a C-3 zoning district, they would be allowed a <br />maximum of two freestanding signs with a maximum of 64 sq. ft. each. <br />Currently, Cub Foods has a 80 sq. ft. sign on the Hwy. 169 development sign <br />and a 64 sq. ft. sign on the Jackson Avenue development sign. Cub Foods <br />already has more signage than would be allowed in a similar location zoned <br />C-3. However, since Elk Park Center is a Planned Unit Development, the <br />sign requirements can be tailored to fit the development. <br /> <br />Conditional Use Permit <br /> <br />The Planning Commission shall recommend approval of a conditional use <br />permit only if it meets the seven standards outlined in Section 900.42 (4) of <br />the Elk River Ordinance. <br /> <br />S:\PLANNI NG\KENDP,.A\CU9$-09.DOC <br /> <br /> <br />
