The PUD agreement currently does not allow a monument sign for <br />Cub Foods at Jackson Avenue and the service road. <br /> <br />Cub Foods is requesting a conditional use permit to amend the Elk Park <br />Center PUD to allow them to place a sign next to the existing Target sign on <br />Jackson Avenue and the service road. The PUD agreement allows the Target <br />sign to be a maximum of six (6) feet high and four (4) feet wide. Cub Foods is <br />proposing to extend the existing brick base to place a Cub Foods sign of the <br />same dimensions next to the existing Target sign. <br /> <br />Analysis <br /> <br />When the conditional use permit for Elk Park Center was granted, it was <br />decided that Cub Foods and Target would be the two anchor tenants allowed <br />on the two freestanding development signs. Therefore, both Cub Foods and <br />Target have two freestanding signs in addition to their wall signs. Target <br />was also allowed to have an additional monument sign on Jackson Avenue <br />and the service road. As both Target and Cub Foods are the anchor tenants, <br />staff sees no problem with allowing Cub Foods on the service road monument <br />sign. Since Elk Park Center is a Planned Unit Development, the sign <br />requirements can be tailored to fit the development. <br /> <br />Conditional Use Permit <br /> <br />The City Council shall recommend approval of a conditional use permit only <br />if it meets the seven standards outlined in Section 900.42 (4) of the Elk River <br />Ordinance. <br /> <br />Staff believes that the applicant meets these seven standards: <br /> <br />1. The expansion of the existing sign will not detrimentally affect <br /> adjacent properties. <br />2. The sign expansion is not inconsistent with the comprehensive <br /> plan. <br />3. The sign is consistent with the intent of the Planned Unit <br /> Development and will not impede development on surrounding <br /> properties. <br />4. Will not adversely affect traffic or traffic visibility. <br />5. Expansion of the existing sign will not create excessive traffic, <br /> noise, smoke, fumes, glare, odors, dust or vibrations. <br />6. The sign expansion will not damage any natural, scenic or historic <br /> features. <br />7.
