Box 490 <br />Elk River, MN 55330 <br /> <br />Dear Mr. Klaers: <br /> <br />RE: S.P. 7102-84 (T.H. 10) - Signals at Upland & Geometric Improvements <br /> S.P. 7102-88 (T.H. 10) - Left Turn Lane for Simonet Drive <br /> <br />District 3 has scheduled the above project within 3'our communib,. Due to limited district resources, we are asking your <br />assistance to keep these project on schedule. We are inquiring as to the City's willingness to manage a consultant to deliver <br />the Preliminary Design, Final Design, Traffic, Materials, Surveys, Hydraulics and Construction activities for these projects. <br />The district would review the consultant's work. <br /> <br />The State would reimburse the cib' for the consultant costs after receipt of a fully executed cooperative agreement. (This is <br />after plans are ready for letting). <br /> <br /> ;e State provides the cib, with the full State participation after a fully executed agreement and receiving an invoice from <br />me City. Thus, while the city is "carr54ng" the Slate for consultant costs up to construction, the City will have the construction <br />dollars for making pa~vrnents to the contractor. Such payments are on a graduated basis as the contractor completes the work. <br /> <br />Therefore, we feel the city should recoup its handling costs for the project development consultant. <br /> <br />We appreciate your initial positive phone response and look forward to the Council's approval. We would request the city <br />to have its consulting engineer prepare a scope of service and fee proposal for the project. The district would review and <br />comment to the city.
