Box 490 <br />Elk River, MN 55330 <br /> <br />RE: <br /> <br />LEFT TURN LANE FOR SIMONET DRIVE <br />SIGNALS AT UPLAND AND ASSOCIATED GEOMETRIC IMPROVEMENTS <br /> <br />Dear Council Members: <br /> <br />Gary Dirlam, the District 3 Traffic Engineer, has approached the City staff regarding the <br />two projects mentioned above. MnDOT has both of these projects programmed for the <br />next fiscal year. They have the money available, but do not have the resources to prepare <br />the plans and specifications for construction. Therefore, they have asked if the City is <br />interested in taking the lead on these projects with MnDOT paying their fair share through <br />the cooperative agreement process. The two projects in question are developing a left turn <br />lane for Simonet Drive and signalization and associated geometric improvements including <br />realigning the frontage road at the Upland Avenue intersection. <br /> <br />Approximately one week ago, I met with the MnDOT District 3 staff who would be <br />involved in this project and got a good understanding of the scope of services involved in <br />each one. The first step in this process would be to have the Council consider the two <br />attached resolutions, which essentially ask MnDOT to enter into a cooperative agreement <br />on each of these projects. From this point, we would define a scope of services and a cost <br />which would be approved by MnDOT. The way the funding would work is, MnDOT <br />would expect the City to front-end the design costs until the contract is let on these <br />projects. Once the contract is let, MnDOT will reimburse their share of the design fees <br />and all of the construction costs. At that point, the City would then pay the Contractor as <br />the work is performed. So, essentially, the City could be expected to recover their <br />carrying costs for the up-front design work during the construction process. <br /> <br />If you have any questions regarding these two projects, or the attached Resolutions, I will <br />be in attendance at your June 17, 1996, City Council meeting. <br /> <br />Sincerely, <br /> <br />MSA, CONSULTING ENGINEERS <br /> <br />Terry I.
