Another 3/a mile to the west is Mississippi West Regional Park. This park is <br />currently a combination of wooded areas and abandoned agricultural land that <br />is being restored to prairie. Anoka County will be making park improvements to <br />this property in the future. <br />Approximately one mile west of the Anoka County / Sherburne County line is the <br />Historic Oliver Kelley Farm. This farm is owned by the Minnesota Historical <br />Society and is used as an interpretive center and working example of an 1860's <br />Farm. <br />C. Planned Improvements for Highway 10 <br />The Minnesota Department of Transportation has indicated that Trunk Highway <br />10 is an Interregional Transportation Corridor. The TH 10 Corridor <br />Management Plan calls for conversion of TH 10 to a freeway, from TH 1 Ol in <br />Elk Riverto Main Street/Greenhaven Road in Anoka. The Anoka portion ofthis <br />project will involve removing two signalized intersections at Fairoak and <br />Thurston Avenue. <br />MNDOT has provided some preliminary layouts forthis area; howeverthe entire <br />project is still in the preliminary phases. The future right of way lines are not <br />known at this time, however the trail layout includes the most recent MNDOT <br />proposed right of way lines, where applicable. <br />In addition to the proposed improvements to TH 10, a proposed bridge crossing <br />the Mississippi River, connecting the cities of Ramsey and Dayton, is planned <br />within the area east of Bower's Dr. N.W. This bridge crossing should provide <br />additional pedestrian opportunities by connecting Hennepin County. The <br />current bridge crossings are at Elk River and Anoka. The design of the bridge <br />and connecting interchanges should take the regional trail corridor into <br />consideration. <br />D. Ramsey Town Center Multi Modal Facility <br />Ramsey Town Center is a 369.5 acre development north of Highway 10, <br />between Armstrong Boulevard and Ramsey Boulevard NW, in the City of <br />Ramsey. This development will include 2400 residential units and 1.65 million <br />square feet of commercial, industrial, and institutional space. <br />This project will eventually include a Northstar Commuter Station. The Ramsey <br />Town Center project includes a municipal parking garage that will link the <br />commuter station to near and adjacent trails. In the future there will be a <br />pedestrian bridge overTH 10 and the railroad tracks for a direct connection to <br />the Mississippi West Regional Park and the regional trail system, south ofTH 10. <br />Page 5 of 26 <br />
