6) Outside Banners <br />At this past April meeting, Kent Madsen approached the Arena Commission regarding <br />banners of hockey players that have played for Elk River Youth Hockey and have played <br />pro hockey in the National Hockey League (N.H.L.). The banners would be placed <br />outside on the south end of the Arena. There was concern that the banners would violate <br />the city sign ordinance. Bill Maertz, Parks and Recreation Director, checked with the <br />planning department and they indicated to them that they would not violate any sign <br />ordinance since they are not an advertisement. Kent Madsen is planning on attending the <br />Arena Commission meeting to give an update of the status of the banners. <br />7) Concession Stand <br />Elk River Youth Hockey has decided not to operate the concession stand. The city will <br />be taking over the operations of the concession stand effective August lst. Elk River <br />Youth Hockey will give up their rights to the equipment and the supplies in the <br />concession stand. In return, the city is negotiating a five year lease with Elk River Youth <br />Hockey for the office and storage area that Elk River Youth Hockey uses in the Arena. <br />The Arena Manager will oversee the operations of the concession stand once the city <br />takes it over. Six to eight part-time employees will be hired to work the hours that the <br />concession stand will be open. I'm anticipating that the concession stand will be open <br />from 5:00 pm - 9:30 pm Monday thru Friday, Saturday from 8:00 am thru 10:00 pm, and <br />on Sunday from 10:00 am thru 9:30 pm. These times may vary a little depending on the <br />activities that are scheduled. There may be a few changes to the product that will be <br />available. I'm looking at having "slush puppies" as our slushy ice drink, and possibly <br />selling theater candy instead of the tradition smaller candy. Over the next few weeks I <br />will be visiting with other rink managers to see what is popular at their facility. <br />After reviewing the concession stands numbers given by the Elk River Youth Hockey's <br />Concession Stand Manager and reviewing numbers from other Arena's concession <br />stands, we are estimating that revenues for the concession stand will be $75,000.00, <br />supplies $31,000.00, and personal $22,500.00. This will result in a profit of $21,500.00. <br />To track its progress, the concession stand will have its own line items within the Arenas <br />budget. <br />8) Manager's Office <br />The Arena Manager's office was slatted to be built in 2006. With council approval, the <br />office will be built late this summer. We received two quotes, one from Nelson's <br />Building and Development in the amount of $49,100.00 and from Rutledge Construction <br />Company in the amount of $48,995.00. I believe either company would do a fine job, <br />however I'm checking over references before making a final decision. The office will be <br />
