A second source of information used to derive the findings in Section 4 was the information reported <br />by Minnesota cities' staff in a survey taken during the fall and summer of 2002. The 2002 City Road <br />and Bridge Funding Survey provides information on the experiences of 140 Minnesota cities, <br />including 32 "large cities" with a population of over 5,000, and 108 cities with populations under <br />5,000. The survey was an effort to gain a better understanding of the specific challenges facing a cross <br />section of Minnesota cities, and some of the strategies that they are employing to address these <br />challenges. Appendixes 1 and 2 of the report list the cities whose information was collected and <br />analyzed for this report. Appendix 4 is a copy of the survey. <br /> <br />Project Sponsors <br />This report was sponsored by two professional organizations that represent city engineers in Minnesota <br />- the City Engineers Association of Minnesota (CEAM) and the Minnesota Chapter of the American <br />Public Works Association (MPWA); and one statewide association representing municipalities <br />generally in the state - the League of Minnesota Cities (LMC). These organizations and the <br />municipalities they represent are strongly committed to providing the best possible local road and <br />bridge transportation systems given the resources available. This report is intended to contribute to the <br />discussion on city street financing by identifying the key challenges, and proposing specific <br />recommendations that would enhance the ability of Minnesota cities to continue to provide safe and <br />efficient road and bridge systems. <br /> <br /> <br />
